The tide level is actually a minor thing, primary thing is making sure there is water moving one way or the other. A slack tide (no movement) is sure to kill off the bites... a good way to see how the water is moving is to look at tide times. example
high tide : 11:20am low tide: 10:25 pm range 1ft
means 1 ft of water moving out over an 11 hour period, (very slow) = poor fishing
